1890 Special Veterans Census for Eastern Kentucky. Charles C. Wells. 1999. Hardbound, blue cloth with gilt lettering on front cover and spine, as new, Index, 334 pp. When war broke out between the States, Kentucky was faced with the problem of allegiance to the United States or the Confederate States. With a pro-southern governor and a divided legislature, she assumed the outward appearance of neutrality. Kentucky's proclaimed neutrality in no way deterred her citizens from choosing sides. Throughout the state individuals and groups went to Virginia or Tennessee to enlist in the Confederate Army. Union enlistment's were made at Camp Clay, across the Ohio River from Newport, and at Camp Joe Holt, in Indiana, across from Louisville. Kentucky furnished more volunteers to the Union Army than many of the several larger northern States. A report from the Adjutant General's Office dated July 5, 1867, shows the Commonwealth provided 102, 939 total troops to the Union. During the war, 10,774 Kentucky Union troops were killed in battle, died from diseases or from wounds received in battle. Estimates of the number of men who served in Confederate service range from a low of 15,000 to as high as 50,000. If accurate figures could be obtained, most historians agree that the number of Kentuckians who served in the Confederate Army would be close to 35,000. On March 1, 1889, the Congress of the United States passed legislation establishing a Census Office in the Department of the Interior. This Bill provided that the Superintendent of Census, in taking the Eleventh Census, should 'cause be taken on a special schedule of inquiry, according to such form as he may prescribe, the names, organizations and length of service of those who had served in the Army. Navy, or Marine Corps of the United States in the rebellion, and who are survivors at the time of said inquiry, and the widows of soldiers, sailors, or marines.' The work of the enumerators began on the first Monday of June 1890 and was completed by July 1 of that year. The work of examining, verifying, and classifying the information on the special schedules was carried on from August 1, l890, toJune 30, 1891. Each special schedule, consisting of four pages, contains spaces for fifty entries. On the upper half of each page are included the name of the veteran, or if he did not survive, the names of both the widow and her deceased husband, the veteran's rank, company, regiment or vessel, date of enlistment, date of discharge and length of service in years, months and days. The lower half of each page contains the post office address of each person listed, disability incurred by the veteran, and under the heading 'general remarks', other information necessary for a complete statement of the veteran's term of service. Persons who enlisted and served under assumed names, and afterwards assumed their lawful names, are listed under their real names followed by their aliases. In a few cases names of Confederate veterans were recorded inadvertently. When found, the information on the Confederate veteran was marked out. On April 24, 1894, these schedules were transferred to the Commissioner of Pensions. Under authority of an act approved July 3, 1930, these schedules were transferred to the Veterans' Administration where they remained until their transfer to the National Archives on March 24, 1943. Regrettably, practically all of the schedules for the States Alabama through Kansas, and approximately half of those for Kentucky, appear to have been misplaced or destroyed prior to the transfer of the remaining schedules to the National Archives. Of the schedules for Kentucky's 120 counties, only 65 exist. Of these 65, 30 of the schedules for eastern Kentucky are represented in this publication. [1890-CW]
